HS codes explained — and why they miss shipments

The Harmonised System is meant to make products comparable across borders. In practice the same product travels under several codes — and sometimes none. Here is why, and what to do about it.

How the system is structured

A full code is normally ten digits, built in layers:

The first six digits are the part that is supposed to be comparable internationally. Beyond that, countries go their own way.

Two reasons a search misses shipments

One: the code is revised, and importers lag. When the World Customs Organization restructures a heading, the old code keeps appearing in declarations for years. Products get split — a heading becomes several subheadings — and slow-moving filers keep using the old number.

Two: on some record types, the code is simply not filled in. Bills of lading in particular often carry only a free-text description.

Both are visible in HS 854140, where a single product is filed under two codes by different importers — and a search on either one alone misses about half.
